摘要：随着中国加入世贸组织，我国的对外贸易也进入了一个新的发展阶段。我国经济的发展和产业的升级以及出口贸易快速增长，不可避免地会与国外产业间产生更为激烈的竞争和冲突，这在客观上导致我国成为反倾销措施的最大受害国和主要发起国。目前，我国遭受国外反倾销和对外发起反倾销案件已呈现出涉案产品较为集中在化工行业的特点。因此，对这一典型行业在进出口反倾销中的表现进行研究对于其他产业的发展具有重要的参考价值与借鉴意义。本文结合反倾销的发展历史，分析我国化工产品所遭受的反倾销指控的原因，以及它的应对机制，目的在于建立一个集监测与预防，应对与反击于一体的反倾销机制，以便更好的维护我国对外贸易秩序，推动经济的发展。

Abstract: With the accession to the WTO for China, China foreign trade entered into the new step. In sight of the Chinese chemically product of anti-dumping for China, it is regret for the China to meet with the anti-dumping. In this paper, via the history of the Chinese chemically product of anti-dumping, the reasons of Chinese chemically product of anti-dumping are analyzed and the mechanism of anti-counter is stated. Its aim is to stabling a system of gathering supervision and protection which is a combination of the taking measure and counter-strike in order to protect the China foreign trade practice and mote the economy developing.
